Michael Bekker is an expert on the wholesale regional electric power markets, independent system operators (ISOs) and transmission providers in the USA and the Newly Independent States in Eastern Europe and Central Asia. He has worked on power market and electric utilities restructuring development projects in the United States, Russia, Central Asia, Georgia, Moldova and Ukraine and has extensive knowledge of power market development processes and methodologies. Mr. Bekker is also an expert on power pools and has over 17 years experience of representing power industry entities in New England Power Pool and ISO-NE market, as well as experience of representing clients in the New York ISO market.
Mr. Bekker worked on USAID sponsored project of Regional Energy Market Assistance Program (REMAP) for Central Asia as a Chief-of-Party and a lead expert on regional market development. His responsibilities involved developing Central Asia regional market model and exploring possibilities of utilizing competitive wholesale marker platform of Kazakhstan for regional electricity trading. Mr. Bekker is well familiar with electricity market arrangements in Central Asian republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. In the winter of 2006 Mr. Bekker developed a set of market rules and operating procedures for the power market of Mongolia. Since August 2004 first as a subcontractor to Barker, Dunn & Rossi and since February 2005 as an employee Mr. Bekker worked on the development of the ancillary services market for Unified Electric System of Russia (RAO UESR). Project involves all aspects for ancillary services (reserves, voltage regulation, etc.) for the fully competitive market environment and transition period.
